Dear Country Club Ranches Residents,

Once again, thank you for meeting with City and Elected officials to collaboratively develop solutions as we continue to remedy last month's canal sewage spill as a result of Hurricane Irma's rains and winds. Your confidence throughout this process is important. We are committed to providing you with transparent, accurate and up‐to‐date information. 

Several actions and updates are reported since our meeting last week. This web page has been created specifically for Country Club Ranches (CCR) residents. Here you will find, frequently asked questions (FAQs), canal and well testing updates, public notices, staff contact information and more.

Over the past weekend, signage was placed along all canals, warning the public not to use or access the canals as a result of testing being conducted by the City. In addition, an email notice was sent advising you of Broward County's cancellation of aerial mosquito spraying in Miramar due to weather conditions. I'm happy to report, spraying will commence tomorrow. Aerial spraying however is currently unavailable and will not be for the next two (2) weeks. Vehicular spraying is expected to be completed, Monday, October 9th.

10/17/2017: Last week, a letter from City Manager Kathleen Woods-Richardson along with a survey to determine your interest in connecting to the City's water system, were mailed via US Postal Service. 10/10/2017: South Broward Drainage District conducted water quality samples (Fecal Coliform) through an independent testing lab (Pace Analytical) on September 27, 2017 and the following results have been offered: 
    o Fox Trail – 240 Colonies per 100/ml
    o SW 139th Avenue – 74 Colonies per 100/ml
    o SW 141th Avenue – 245 Colonies per 100/ml
    o SW 143rd Avenue & 47th Street – 82 Colonies per 100/ml
    o Blue Gill Road & West End Windsor – 100 Colonies per 100/ml

Country Club Ranches Update | October 19, 2017

 Well Testing:

  • Staff has completed the domestic water well test in the established grid (east side of SW 136th Avenue east to the east side of 130th Avenue). 
  • Total number of properties in the grid: 56
  • Total number of properties tested during the initial phase (9/11/17 – 9/19/17): 13
  • Total number of properties tested in 2nd phase (9/21/17 – 9/29/17): 33
  • Total of properties that have central water service: 3
  • Total of properties who did not provide permission to conduct the test: 2

Well Disinfection:

  • Staff disinfected the well located at SW 132nd Avenue on September 21, 2017 and well was re-tested.  Test provided a positive result.  The well professional that conducted the disinfection noted system concerns that are required.  Staff delivered a letter to the property owner on 9/28/17; the letter informed the property owner of the system concerns and offered system improvements with the property owners consent.  The City will re-test once the improvements are completed.  Pending permission from Property Owner.
  • Staff noted that the well located at SW 130th Avenue was retested on September 21, 2017 because it was noted that the original test was obtained after the on-site water storage tank.  The new test was taken from the pump that is directly connected to the well and before the storage tank.  The new test presented results with no bacteria.  Staff delivered a letter to the property owner on 9/28/17; the letter informed the property owner that the water system storage tank needs to be disinfected to eliminate the bacteria observed in the first set of test.  The well itself remains clear of bacteria. No additional testing required for the well.
  • Staff will work with the property owner at SW 132nd Avenue to disinfect the well.  Staff delivered a letter to the property owner on 9/28/17; the letter informed the property owner of the disinfection process.  A new house is under construction, property owner’s contractor stated that the well is not being used for public consumption.  The contractor stated that upon completion of construction the well will be cleared by Florida Department of Health (FDOH) before put into domestic service, so there is no need for the City to disinfect the well.  No additional testing by city staff.
  • Staff tested the water system that was connected to the customer’s on-site storage tank.  Staff will work with the property owner at SW 130th Avenue to have an in-line spigot installed after the pump to avoid the storage tank.  A letter was delivered to the property owner on 9/28/17; the letter explained the process.  Staff will retest the well once we have completed the installation of the spigot.  Pending installation of the new spigot. Property owner contacted lab staff and informed them that they have secured an attorney and the attorney will contact the City to discuss next steps.
  • Staff will work with the property owner at SW 132nd Avenue to disinfect the well.  Staff delivered a letter to the property owner on 9/28/17; the letter informed the property owner of the disinfection process.  Property owner contacted city staff and scheduled the disinfection testing on October 7, 2017 after 12:00pm.  Staff delivered hold harmless letter on October 7, 2017, property owner requesting time for review. Test will reschedule accordingly.  
  • Staff will work with the property owner at SW 136th Avenue to disinfect the well.  Staff attempted to delivered a letter to the property owner on 9/28/17 but since it was a livestock barn the letter was not able to be delivered but staff emailed the letter; the letter informed the property owner of the disinfection process. Staff attempted to contact the property owner to seek permission to disinfect the well.  The property owner was unavailable but staff spoke with the owner’s grandson who said he would relay the information.  Pending permission to disinfect the well. 

Canal Testing:

  • On September 30, 2017, staff placed signage on the following canals:
  • SW 126th Avenue
  • SW 128th Avenue
  • SW 130th Avenue
  • SW 132nd Avenue
  • Canal between Expy Trail & Fox Trail
  • Canal between SW 139th Avenue & Fox Trail
  • Canal between SW 139th Avenue & Hacienda Trail
  • Blue Gill Road
  • SW 140th Avenue
  • SW 141st Avenue
  • SW 143rd Avenue

Canal Water Sampling:

  • Staff prepared a detail canal testing plan which was utilized to scope the testing quotes.
  • Staff requested quotes to conduct the canal test from the following independent testing laboratories: (received the quotes on 10/3/17)
    • Advanced Environmental Laboratories (“AEL”)
    • PACE Analytical 
    • Florida Spectrum
  • Staff received three quotes to conduct the canal testing.  AEL was the lowest bidder with a bid of $1,650 to sample and analyze 50 samples for fecal coliform.  The test will include three independent test per canal to include a test at the head water of the canal, mid-point of the canal and the tail water of the canal.
  • On October 9, 2017, staff directed AEL to schedule the required canal testing.  AEL indicated that they will be available to begin sampling the canals on October 17, 2017.  Anticipate that the testing process will take 3-5 days, to include physical water sampling, testing and result period. 
  • AEL started canal water sampling on October 17, 2017.
  • AEL finished canal water sampling on October 18, 2017. Pending Results.

Canal Sediment Testing:

  • Staff requested quotes to conduct the canal sediment testing for the canal located on SW 130th Avenue and the canal on SW 132nd Avenue.  The sediment testing will include samples from the bottom of the head waters of the canal, the bottom of the mid-point of the canal, and the bottom of the tail waters of the canal.  All test will sample to a depth of approximately ½ – inch of material.  The following independent testing laboratories have been asked to provide quotes for the sediment testing: (expects quote response on 10/6/17).
    • Advanced Environmental Laboratories
    • PACE Analytical 
    • Florida Spectrum
  • Staff received two quotes to conduct the canal sediment testing.  AEL was the lowest bidder.  The test will include three independent test per canal to include a test at the head water of the canal, mid-point of the canal and the tail water of the canal.
  • AEL indicated that they will be available to sample the canal sediment on October 17th and 18th 2017
  • AEL started canal sediment sampling on October 17, 2017.  Pending Results.

Additional Information:

  • On 9/26/17, staff received results from the homeowner at SW 132nd Avenue who hired an independent lab (PACE) to conduct canal water samples on SW 132nd Avenue.  The samples were shared with the FDEP.
  • FDEP suggested that the City conduct additional canal samples and staff collected the samples on 9/27/17. The results are: 
    • Point of Entry (POE) – 2,200 Colonies per 100/ml
    • Downstream – 800 Colonies per 100/ml
    • Upstream – 1,000 Colonies per 100/ml
  • Canal sampling as of 9/28/17 results are: 
    • Point of Entry (POE) – 200 Colonies per 100/ml
    • Downstream – 300 Colonies per 100/ml
    • Upstream – 200 Colonies per 100/ml
  • Canal sampling as of 9/29/17 results are: 
    • Point of Entry (POE) – 350 Colonies per 100/ml
    • Downstream – 150 Colonies per 100/ml
    • Upstream – 200 Colonies per 100/ml

** Testing stopped since the two day results were below the 800 Colonies per 100/ml.

  • The City conducted a Community Meeting on September 28, 2017 at 7:00pm at City Hall.
  • On September 29, 2017, City staff mobilized on SW 132nd Avenue at Old Miramar Parkway to clean the roadway free of sand and dirt
  • Staff presented a Country Club Ranches Sewer Spill Update to the Commission on October 4, 2017.
  • On October 4, 2017, the City Commissioners requested a workshop with staff to discuss a central water distribution system in the Country Club Ranches.  The workshop has been scheduled for November 1, 2017 at 5:45 pm.
  • Staff has prepared a questionnaire (survey) which will be mailed the week of October 9, 2017 to the properties in the Country Club Ranches to survey the interest of a central water distribution system.
  • Broward County reported that they sprayed the entire community of Country Club Ranches the morning of October 5, 2017.
